That error means it failed to execute swish-e.exe.  That could be for
a variety of reasons.  Unfortunately, that script doesn't do much
error checking.  And, well, I wrote the script 11 years ago.  So
perhaps its a bit outdated.

Check the following in your search.conf:
    Path to swish-e.exe:
        $strSearchEngine

    Array of swish-e index files:
       $arySearchSiteIndices

  Also, you can increase $debug to 4 and it will print some extra
debugging information.  For example, it prints the command line before
executing it.  You can try running that command line yourself and see
if it gives you a better error.
