trouble with filters on windows 2003

In case anyone's going crazy with filters on windows 2003, make sure you
reboot after installing them and adding their executable paths to your
environment variables>PATH!

(In my case, this pertained to wvware and unrtf.

Even if the filters run correctly, your application log may be filling
up with errors.  So REBOOT!  *sigh*
