Right, there is none to adjust the locale itself, but one still has to
use the PropertyNamesUseStrcoll directive to enable locale-aware
sorting. Otherwise strncasecmp/strncmp will be used, which are not
locale-aware, and only sort the ASCII part of iso-8859-1 correctly.
