Swish-e 2.4.0 is now available from the Download page at the Swish-e web site.

   http://swish-e.org

The Windows binary should be available within a few hours from the same
location (http://swish-e.org/Download).

2.4.0 is a significant update and includes many new features, a new C API
and a new Perl module.  There's also a PHP module based on this new code
available via cvs.  The installation process has also been updated.
