Is PHP less load than a Perl CGI?  
  Yes.

Is PHP less load than a Perl script running under SpeedyCGI?
  Slightly due to the overhead of forking and running a small C program.
  But other factors of the application probably make it a wash.

Is PHP less load than a mod_perl application.
  I doubt it.
