You may want to install the most recent version:
http://www.swish-e.org/Download/swish-e-2.2.1-win32.exe
The installation messages are perhaps less confusing. Once that has
been run successfully then SWISH-E is installed. The binary builds are
already built. You can skip over the entire "Installation" section of
the manual when you are not building from source code.
SWISH-CONFIG, SWISH-RUN, and SWISH-SEARCH sections of the manual would
be most useful at that point.
