PCRE on Win32 (was: Error Condition Re: New posix library)

I've switched the Win32 code to link against PCRE (PERL Compatible
Regular Expressions).

Current CVS requires these to be unzipped into a directory named pcre:
  http://prdownloads.sourceforge.net/gnuwin32/pcre-3.9-lib.zip?download
  http://prdownloads.sourceforge.net/gnuwin32/pcre-3.9-bin.zip?download

If swish-e source is in c:\projects\swish-e then pcre needs to be
extracted into c:\projects\pcre.

PCRE directory should look like this:
  c:\projects\pcre\bin
  c:\projects\pcre\include
  c:\projects\pcre\lib
  c:\projects\pcre\manifest
  c:\projects\pcre\src


To run the SWISH-E binary you'll need the DLL: pcre\bin\pcre.dll


I'll create another win32-src distribution sometime soon.
