Relevency

I have set my swish 1.3.2  with OR as the default search.  If I search for
new technology in my index, documents with only index get a higher ranking
than documents with mention of both words, new technology.  Is there a way
to make it default to OR search, but give higher ranking if all search words
are found.

Does Swish 2.0 + do better with rankings?
