What web server and OS are we talking about?  Apache on a Unix?  Apache is
capable of handling the document differently based on the request method.
It can be configured to execute the script on a POST and return the script
itself on a GET.  Not sure why someone would do that other than maybe for
example code.  However, it is possible to configure as such.

It must be a problem with the web server, server config, PERL (not likely),
or OS (even less likely).
